Land Reform

We view with disdain the flawed, defeatist idea that seeks to deny our people the right to land on the premise that they would not be able to use it productively. We hold a very strong view that to allow those who profited through the land from which our people were forcibly removed without compensation should keep their profits, and be compensated for the land they are now required to give up would be a great injustice to our people.

1. Land Expropriation Without Compensation:

The ACT government will abandon the “willing buyer – willing seller” policy, opting instead for land expropriation without compensation through a constitutional amendment of Section 25.

2. State Custodianship of Resources:

Advocate for a constitutional amendment to place land, mineral, and water resources under state custodianship.

3. Limits on Land Ownership:

Implement limits on land ownership by individuals to ensure equitable redistribution and impose restrictions on foreign ownership, allowing only long-term leases for foreigners.

4. Redistribution for Settlement and Agriculture:

Expand access to land for human settlement and agricultural use, aiming to improve tenure security, support black small-scale farmers, and drive spatial equity, economic competitiveness and environmental sustainability.

5. Support and Investment in Agrarian Economy:

Enhance the capacity of the Land Bank, focusing on investment in agrarian infrastructure, skills development, and market access to transform the agrarian economy and support eco-tourism opportunities.
